School Board
The terms of Joel Albright, Sachin Isaacs, Jackie Magnuson and Bob Schutte expire Jan. 6, 2020.  Incumbents are Joel Albright of Apple Valley, Sachin Isaacs of Burnsville and Jackie Magnuson of Rosemount, and challengers are Maggie Bruecken of Apple Valley, Rebecca Gierok of Apple Valley, Curtis Henry of Rosemount, Laura Holm of Rosemount, former board member Gary Huusko of Eagan, Cory Johnson of Eagan, Angela Noonan of Eagan, Kristin Schaub of Apple Valley, and Hannibal Smith of Apple Valley. 


Levy Referendum
The District 196 School Board is moving forward with plans to call for an operating levy referendum increase this fall that would allow the district to avoid up to $18 million in additional budget cuts and fund improvements to classroom staffing, increased mental health support for students and after-school activity bus transportation. The board reviewed an administrative recommendation at its June 24 meeting and approved a resolution calling for an operating levy referendum at its next regular meeting July 22.

The question on the November ballot is asking to revoke the existing operating levy of $940 per pupil, which was approved by district voters in 2013, and replace it with a new 10-year levy for $1,567 per pupil, an increase of $627 per pupil. The single ballot question would raise an additional $19 million per year, plus annual inflationary increases. The net tax impact of the proposed question would be $25 per month, or $300 per year, on the average-value home in the district, which is $286,500.

On Nov. 5, 2019, Burnsville-Eagan-Savage School District 191 residents will vote on whether to increase school funding by about $1.7 million. New funding would help the district sustain student support services and educational programming that meets student strengths and needs.
What will be on the ballot?
 
Voters will decide on one question which, if approved, would revoke two current voter-approved levies and replace them with one levy of $1,900 per pupil or the maximum allowed by state law (levy cap), whichever is less. Doing this would ensure the district receives increased funding as the state increases the levy cap. 
 
Because the proposed levy would replace the district’s existing levies, approval would mean fewer elections would be needed in the future.

If approved, this would provide about $1.7 million in new funding for District 191 schools. This funding can be used only for day-to-day operating expenses, including retaining quality staff, maintaining student supports, transportation costs, utilities, classroom supplies and other operating expenses.
 
The additional funding would help:

  1.     Minimize (but not eliminate) budget cuts moving forward
  2.     Protect wrap-around student support services, including counselors, mental health services and cultural liaisons to support achievement
  3.     Support of the changes we began in 2016-17 to raise achievement for all our students and continue Vision One91
  4.     District will still need to reduce spending to “right size” and respond to lagging state aid and special education cross subsidy

    District 191 will host Levy Information Sessions this fall to share information and answer questions from community members. The sessions will take place in different areas throughout the district.
 
        Monday, Oct. 7 — 6:30-8 p.m. at Hidden Valley Elementary School, 13875 Glendale Rd., Savage, MN 55378.
 
        Tuesday, Oct. 8 — 6:30-8 p.m. at Sioux Trail Elementary School, 2801 River Hills Dr., Burnsville, MN 55337.


 
Independent School District 197

The terms of four current School Board seats (Brenda Corbett, Joanne Mansur, Byron Schwab and Terry Stamman) are expiring on December 31, 2019.  During the legal filing period of July 30-August 13, four people filed their Affidavits of Candidacy for the ISD 197 School Board's four open seats: Terry Stamman of West St. Paul, Byron Schwab of West St. Paul, Brenda Corbett of West St. Paul, Joanne Mansur of Mendota Heights.

You can vote early with an absentee ballot or at your local elections office.

If you are not registered, you can do so in person if you show proof of residence.

ISD 191
Voters are able to vote early or by absentee ballot starting on Sept. 20. Early voting can be done by mail or in person at the District 191 offices, 200 W. Burnsville Pkwy in Burnsville, from 8 a.m. to 4:30 p.m., Monday through Friday, and until 5 p.m. on Monday, Nov. 4.


ISD 196

Beginning Sept. 20, voters can cast their ballot ahead of Election Day through the absentee balloting process. Registered voters do not need a reason to vote by absentee ballot.

Absentee ballots can be completed in person at one of four locations: the District Office in Rosemount, 3455 153rd St. W., and the Dakota County government centers in Apple Valley, Hastings and West St. Paul, beginning Sept. 20. If voting absentee at one of these locations, the voter can submit their absentee ballot application and their voted ballot all in one stop, if desired. They can also take their ballot and submit the completed ballot by mail.


​To absentee vote by mail, voters may download an absentee ballot application form and mail the completed application as directed in the application materials. Once an application is received and processed, an absentee ballot will be mailed to the voter along with instructions for completing and returning their ballot in the postage-paid envelope that is provided with the ballot.

In addition, early in-person voting will be offered beginning Tuesday, Oct. 29 through Monday, Nov. 4, each business day at the District Office in Rosemount (7:30 a.m. to 4:30 p.m., with extended hours of 7:30 a.m. to 5 p.m. on November 4). Early in-person voting will also be available these dates at the Dakota County Administration Center in Hastings, 1590 Highway 55 (8 a.m. to 4:30 p.m., with extended hours of 8 a.m. to 5 p.m. Nov. 4).
 
ISD 197
Absentee ballots can be completed by mail, or in person (at any of the following locations between September 20-November 4, Monday through Friday) - ISD 197 District Office (1897 Delaware Avenue, Mendota Heights), - Dakota County Government.
